Is there a difference between the way the Department
of Defense (DOD) prepares its budget and the process you outline?
 | By and large, the overall process follows some of the same steps as outlined at this
site, but there are very specific requirements that are, in broad terms, spelled out in
DOD directives. DOD's activities are so large and complicated that a very complex process
needs to be used for budgeting, and the many parts of the process make it difficult to see
how it may fit the general pattern that I have set forth. |
 | DOD budgeting is guided by the directive that sets forth the PPBS (Planning,
Programming, and Budgeting System), (DODI 7045.7, found at
http://www.dtic.mil/whs/directives/corres/ins1.html).
By this directive the budget process in DOD is restricted, for obvious national
defense reasons, so the specifics of how the budget is developed are not widely
publicized. PPBS was introduced to the DOD in the 1960s by Secretary of Defense Robert
McNamara. The system has prospered in DOD. It is applicable to the activities of the
military establishment, which is very large and deals with many long-term projects.
