Why this site?

bulletInformation on the budget process and how it affects an agency's operating components is not readily available.  The process as perceived by operating officials is seldom addressed.  The information available is either too simple, with an emphasis on the formal aspects of the process, it relates to a very specific case that may not have general applicability, or it is aimed at training people in the details of different aspects of the process.  This site hopes to provide insights into this aspect of the Federal budget process.

Who is the Analyst?

bulletI am Laszlo Bockh.  I have worked on budget, appropriations, and planning matters since 1968.  I have also worked in personnel, information resources management, paperwork reduction, many governmental reform activities, and ethics.  I started my civilian Federal career in 1967 as a management intern with the Public Health Service.  My interests include budget matters and information use and management as it affects the budget process.  (For details, click here.)

bulletMy education includes military service, a BS in Geography from Columbia University, and an MPA from American University's Key Executive Program.  I live and work in Washington, D.C., where I study the budget process, referee youth soccer games, and attend soccer matches.   I also have experience in farming, car road rallies, gardening, condominium association management, and raising children.  All of my experiences and education are helpful in studying the budget process.
