FY2002 Process

The Process Changes for FY 2002

The steps in the process outlined in PROCESS may be affected by a change in administrations, as it happened for FY 2002, which started on October 1, 2001, and ended on September 30, 2002.

FY 2002 involved a "transition budget" prepared in the fall, with the full budget left to the new President.  (Click for a summary of process changes.)

Note the very tight deadlines this presents:  The statutory submission date for the budget is the first Monday in February (February 5, 2001).  The "transition budget" (without the new Administration's initiatives or policies) is released January 12, 2001.

FY 2002 budget preparation was also affected by OMB's request to agencies to "... submit an integrated Annual Performance Plan with goals based on current services levels..."  (Bulletin No. 00-04 of June 6, 2000.)
