Guidance

OMB Circulars OMB's Circular A-11 is the guide for budget request preparation, especially for the technical aspects of the budget request.  OMB circulars are available in PDF format.

OMB Bulletins (selected list) Bulletins provide guidance on matters of short term interest, such as non-recurring requirements associated with one fiscal year.
OMB Memoranda Yet another way for OMB to let you know what to do.
OMB's Home Page OMB issues the basic rules followed by the agency in preparing and implementing their budgets.  A discussion of the process, as well as links to OMB publications, are available.

Annual Performance Plans

DOT FY 2004 DOT's performance plan for FY 2004.  DOT's performance plan have been highly rated best in the Federal government.

Strategies

Strategies can usually be found at the same links as the budget information for each agency.   These are examples.
EPA strategy A strategy for an independent agency with a domestic policy focus.  This page gives access to a series of PDF files with sections of the plan.  (Be patient - this page is full of graphics and is slow to load.)
NASA strategy A strategy for an independent agency with a science and technology focus.
NHTSA strategy An example of a complete strategy for a component of a cabinet department.

GPO Access Page If you are starting to look for Federal government resources on the Web, this is the Analyst's recommended first stop.   Many agencies use this GPO site to be on the Web.
AABPA The American Association for Budget and Program Analysis.  A good source for information on process developments.
The U.S. Legislative Branch Library of Congress links to everything you ever wanted to know about Congress.
Thomas Search for the status of  appropriations bills, as well as many other government matters.
Federal Statistics Statistics of interest to the public.  Full range of statistics and information produced by the Federal government for public use.

Budget Explorer

A clever display of "The Complete U.S. Federal Budget," with a calculator that allows changing the amounts by account for agencies.  The purpose is to show what it would take to balance the budget.
