    A-11 for FY 2001 Budget: Highlights of New Requirements

    Availability

    A-11 has been revised, with Transmittal Memorandum No. 72, dated July 12, 1999 (there was a revision in the fall, but it only affects a few technical requirements; of interest mostly to those preparing specific inputs to the MAX):

    It is available on the Internet at OMB web site's circulars section, accessible from my links.  (The material became available July 28, 1999.)

    Paper version is expected about August 1999, at GPO bookstores or through Federal agency channels for those involved in the budget process.

    The new circular is voluminous, due to rewriting, enhanced usability features, and use of different formats, so be prepared for longer downloads and a significantly bulkier document.

    Request to OMB is due September 13, 1999.

    The annual performance plan must include performance data for FY 1999 (actual), FY 2000 (estimated), and FY 2001 (projected).  OMB also encourages agencies to include performance data for FY 1996, FY 1997, and FY 1998.

    Report on international travel for the past year.

    Reports on information technology, Exhibit 53 (formerly exhibit 42) are due with other budget materials.  In the past, this report was submitted later.

    Reports on research and development costs for work performed by colleges and universities, and the allocation of research funds by "earmark," performed at agency discretion, or with peer review and competitive selection.

    Systems are now classified into three categories:  (1) Major systems, (2) Significant, non-major systems, and (3) Non-significant systems.  (In the past, they were either major or other.)

    Updates definition of high performance computing.

    A-11 advises that OMB will be issuing separate guidance with detailed reporting requirements for:

    Annual agency energy report to the President required by E.O.13123,

    alternative-fueled vehicles requirements of the Energy Policy Act of 1992, and

    other information on energy costs and improvements in energy efficiency.
